While with the firm of John Hreno Architect and a partner with R. Meo & Associates from 1986 to 1993 prior to establishing Passa Architects, Joseph Passa was Project Architect and the designer for over 1000 units of nonprofit apartment buildings designed for seniors, singles, and families. Most buildings were from 4 stories to 8 stories in height where communal space, landscaping, views and comfort and safety for the occupants were paramount concerns as well as being within budgets and requirements set by the Ministry of Housing. During the latter part of the program, designs evolved utilizing gas supplied boilers for radiant hot water heater over the traditional highly inefficient electric baseboard heaters. Passa was also involved with a provincial pilot program to change existing electrically heated apartment building individual suites into gas fired HVAC systems.
